Report Title: Contract 40-519-1 (AAA) Measure X Agreement with Mobility Matters

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Mobility Matters, in the amount not to exceed $336,760 to deliver transportation services for seniors and other eligible participants for the period July, 2024 through June 30, 2026.
FISCAL IMPACT:
Approval of this contract will result in expenditures up to $336,760: 100% funded by County Measure X Funds, $168,380 of which is budgeted in FY 24-25, and $168,380 of which will be budgeted for FY 25-26.
BACKGROUND:
Mobility Matters (MM) provides mobility management services throughout Contra Costa County by matching riders to transportation providers that meet their individual needs. MM operates volunteer driver programs that provide free, one-on-one, door-through-door, escorted rides for persons aged 60 years and older, persons with disabilities aged 18 years and older, unpaid family members or care support who cannot access other forms of transportation. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
These services are provided through a Measure X allocation authorized on November 16, 2021, item D.5, for Master Plan for Aging/Local Community Based Aging Services.
CONSEQUENCE OF NEGATIVE ACTION:
Without this Agreement, older adults aged 60 years and older, persons with disabilities aged 18 years and older, and disabled veterans cannot access Mobility Matter’s assisted transportation services through Contra Costa County.
