RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a lease with Shelter, Inc., for approximately 5,400 square feet of space of County-owned property located at 1391 Shell Avenue in Martinez, under which, at an initial monthly rent of $1,400, Shelter, Inc. will provide emergency homeless shelter for families under a service contract with the County, for the term of the service contract.

AUTHORIZE the Public Works Director, or designee, to execute any renewal options.

APPROVE and AUTHORIZE the Public Works Director, or designee, to terminate the original lease dated October 13, 2013.

FISCAL IMPACT:
The County will receive approximately $80,000 in revenue over a 4-year term. The revenue will be deposited into the Health Services Department's budget.

BACKGROUND:
Contra Costa County (County) owns the 1391 Shell Avenue property located in Martinez. Under a service contract with the County's Health Services Department, Shelter, Inc., a non-profit organization, has been leasing the Property and operating an emergency center for homeless families from this location since 1995. Shelter, Inc. provides these services to the County in accordance with that service contract.

The County and Shelter, Inc. entered into a lease beginning July 1, 2013 (the "Original Lease") and ending June 30, 2014. On September 16, 2014, the parties agreed to extend the term of the Original Lease to June 30, 2015, and include three options to renew for a term of one year for each option. Since June 30, 2018, the Original Lease was extended on a month-to-month basis.
