RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with HR&A Advisors Inc. (HR&A) in an amount not to exceed $549,648 (100% U.S. Department of Housing and Urban Development Grant) for development of a Just Transition Economic Revitalization Plan for the period from August 11, 2026 through August 31, 2030.

FISCAL IMPACT:
A U.S. Department of Housing and Urban Development Grant is the source of funding for this contract and for the cost of Department of Conservation & Development staff time to administer the contract.

BACKGROUND:
On April 24, 2023, the Board of Supervisors authorized the Department of Conservation and Development to execute a grant agreement with the U.S. Department of Housing and Urban Development, to pay the County an amount up to $750,000 for the period April 24, 2023 through August 31, 2030, for development of a Just Transition Economic Revitalization Plan, a long-term strategic plan for transitioning to a green energy/zero-emission economy.

In July 2023, the County executed a grant agreement with the U.S. Department of Housing and Urban Development to conduct a robust community engagement process, economic analyses, and other specialized studies in support of the development of a Just Transition Economic Revitalization Plan. The County's agreement with the U.S. Department of Housing and Urban Development went into effect on April 24, 2023.

In accordance with the County's rules governing purchasing and contracting procedures, staff conducted a competitive solicitation for a consultant to provide support for all grant-funded tasks. HR&A was selected through that process.
