Report Title:                     Purchase Order with Swank Motion Pictures, Inc. for a Public Performance Site License through February 28, 2027

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with Swank Motion Pictures, Inc., subject to the Terms and Conditions of the Library Public Performance License, in an amount not to exceed $8,167 for the purchase of public performance site licenses, for the period March 1, 2026, through February 28, 2027.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

Swank Motion Pictures, Inc. provides licenses to public libraries that authorize unlimited movie showings by anyone in the library building, regardless of whether they are affiliated with the library. The License includes access to free promotional materials to advertise movie nights at the Library. The Library uses the licenses for movie nights and programs.

 

The terms and conditions include indemnification language which was reviewed by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the purchase order is not approved, the Contra Costa County Library will not be able to provide patrons with access to licensed films and movies that are part of library programming throughout the year for all ages.
