RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #24-925-45 with Lincoln, a non-profit corporation, effective May 1, 2026, to amend Contract #24-925-43, as amended by Contract Amendment #24-925-44, to increase the payment limit by $4,104,613, from $7,281,510 to a new payment limit of $11,386,122, and to extend the termination date from June 30, 2026 to December 31, 2026, for additional Medi-Cal specialty mental health services for Seriously Emotionally Disturbed (SED) children and their families in East Contra Costa County.

FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $4,104,613 and will be funded by 49% Federal Medi-Cal, 49% Mental Health Realignment and 2% Pittsburg Unified School District revenues. (Rate Increase)

BACKGROUND:
Behavioral Health Services Division (BHSD) has an obligation to provide certain Medi-Cal specialty mental health services, for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contract meets the social needs of County's population by providing therapy, medication support, case management, outreach, and crisis intervention services to elementary and junior high aged students in East Contra Costa County in order to reduce the need for out-of-home placements. This Contractor has been providing these mental health services while fostering a deep understanding of the BHSD organization's mission, values, and long-term objectives since January 1998.
