RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #78-066 with City of El Cerrito, to pay the County an amount not to exceed $108,822 to provide homeless outreach services for the Coordinated Outreach, Referral and Engagement (CORE) Program, for the period from July 1, 2024 through June 30, 2025.

FISCAL IMPACT:
Approval of this Agreement will allow the County to receive an amount not to exceed $108,822 from the City of El Cerrito to provide homeless outreach services. A $37,500 County match is required.

BACKGROUND:
The CORE Program identifies and initiate contact with homeless individuals living on the streets, assess their housing and service needs, and facilitate connections to shelter, benefits, behavioral health and primary healthcare services throughout Contra Costa County. CORE teams serve as an entry point to County's Coordinated Entry System for unsheltered persons and work to locate, engage, stabilize and house chronically homeless individuals and families. The CORE Team will assure CITY receives an annual minimum of 686 hours of service from the CORE Team under this Agreement.

Under new Agreement #78-066 County will receive funds to provide CORE homeless outreach services for the City of El Cerrito through June 30, 2025. This Agreement includes mutual indemnification to defend, indemnify and hold harmless both parties for any claims arising out of the performance of this Agreement. This Agreement was delayed due to ongoing negotiations with the City of El Cerrito and finalizing the documents.

CONSEQUENCE OF NEGATIVE ACTION:
