RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter between Contra Costa County and the United Chief Officers Association (UCOA) addressing the impacts associated with the annexation of the Rodeo-Hercules Fire Protection District by the Contra Costa County Fire Protection District.


FISCAL IMPACT:
The side letter presents no additional costs to the County.


BACKGROUND:
The side letter reflects the terms and conditions of employment for employees of the Rodeo-Hercules Fire Protection District (RHFPD) when they transition to Contra Costa County Fire Protection District (CCCFPD) employment on July 1, 2025. Employees' hire and promotion dates are outlined in the side letter, as well as the specific placement on the salary schedule for the respective classifications. The side letter also addresses the permanent status of the transferred employees, their accrual banks and vacation accrual caps, and information on benefits open enrollment.


CONSEQUENCE OF NEGATIVE ACTION:
Employees from RHFPD may not start their employment at CCCFPD with the appropriate terms and conditions of employment.
