Report Title: APPROVE the Byron Highway Safety Improvements Project and take related actions under CEQA

RECOMMENDATIONS:

APPROVE the Byron Highway Safety Improvements Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Byron area. [County Project No. 0662-6R4162 / State Project No. HSIPSL-5928(167), DCD-CP#23-28] (District III).

DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c).

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

FISCAL IMPACT:

Estimated Project cost: $2,050,000. 64% Highway Safety Improvement Program (HSIP), 36% Local Road Funds.

BACKGROUND:

The purpose of this project is to provide roadway safety improvements. This project consists of installing edge line rumble strips, new lighting, and speed warning signs on an existing 1.3-mile segment of Byron Highway. The edge line rumble strips will be installed along the entire project segment; streetlights and speed feedback signs will be placed along an approximately 0.6-mile curved segment; the streetlights will be spaced approximately 200 feet apart along the sides of the road and connect with electrical conduit to two new service pedestals.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay in design and construction and may jeopardize funding.[CG1]
