Report Title: Master Services Agreement with Inclusion Solutions, LLC to provide translation video services.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Clerk Recorder, or designee, to execute a Master Services Agreement with Inclusion Solutions, LLC to provide translation video services effective October 1, 2025, until terminated by either party.
FISCAL IMPACT:
The cost is being funded under the General Fund approved operating budget.
BACKGROUND:
The Clerk-Recorder Division has been utilizing Inclusion Solutions, LLC, for translation services since 2018. Inclusion Solutions, LLC, provides interpretation services in over 43 languages including ASL to our in-person customers via live video streaming. This service increases customer experience when someone comes into the office for assistance. It increases confidence in the translation and the interaction with the customer and the staff to ensure that the correct information is being translated.
Additionally, the Division performs wedding ceremonies, and utilizing this service is important to being able to perform ceremonies for every couple equally and ensure that the experience is as special as it can be.
This service was previously on a purchase order and became a contract in accordance with County Adminidstrative Bulletin 600. The effective date is October 1, 2025. The is no set payment limit, rather the County will incur charges at a usage rate of $5 per minute, ranging from below $100 per month to approximately $300 per month.
CONSEQUENCE OF NEGATIVE ACTION:
If this authorization is not approved the Clerk-Recorder Division would not be able to effectively assist our customer base that is not English speaking.
