RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract with Delta Personnel Services, Inc., dba Guardian Security Agency in an amount not to exceed $911,350 to provide security services for the period July 1, 2024 through June 30, 2025.
FISCAL IMPACT:
$911,350: $550,000 will be covered by Federal 59%, State 35%, and County 6%, and $361,350 100% funded by CSB revenue. All budgeted for FY 24-25.
BACKGROUND:
County Public Service Officers (PSOs) provide security services at various Employment and Human Services Department (EHSD) locations. EHSD, through a contract with Delta Personnel Services, dba Guardian Security Agency, provides security personnel services at various EHSD locations when county Public Services Officers (PSOs) are unavailable due to vacation schedules, illness, alternative work schedules, or for night and special occasion events.
Security for Employment and Human Services Department Community Services Bureau (CSB) Head Start site locations are contingent upon grant funds awarded from the Office of Head Start and Community Services Division (CSD) for Program Year 2024-2025. If CSB Head Start is not awarded funds, County will amend this Contract and revise provisions requiring coverage.
This contract has a Sole Source Justification memo approved by Public Works.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the department will not have supplemental security services through this Contractor.
