Report Title: Purchase of Ballistic Protective Equipment

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Fire Chief, a purchase order with F.S.O.C. LLC in an amount not to exceed $250,000 for the procurement of ballistic protective equipment.
FISCAL IMPACT:
This is budgeted 100% by the CCCFPD EMS Transport Fund. The amount of $250,000 includes applicable taxes.
BACKGROUND:
Contra Costa County Fire Protection District personnel are increasingly responding to incidents that involve elevated safety risks, including violent incidents, active threat events, law enforcement support operations, and emergency medical responses occurring in unstable environments. As part of the District's ongoing commitment to firefighter safety and operational readiness, staff identified the need to upgrade and expand ballistic protective equipment available to frontline personnel.
The proposed purchase includes ballistic helmets, plate carriers, Level III+ hard armor plates, and replacement soft armor components designed to provide enhanced protection during high-risk incidents. The equipment is intended to improve firefighter safety while maintaining mobility and operational effectiveness in rapidly evolving emergency situations. The proposed equipment also includes warranties ranging from seven to ten years depending on the item.
The estimate includes the following equipment:
* 267 Level IIIA ballistic helmets with BOA suspension systems and seven-pad sets;
* 50 plate carrier systems;
* 106 Level III+ hard armor plates; and
* 267 replacement soft armor cummerbund systems.
