Report Title: Contract Amendment and Extension with K&H Printers-Lithographers, Inc.

RECOMMENDATIONS:
Approve and Authorize the Clerk-Recorder, or designee, to execute a contract amendment and extension with K&H Printers-Lithographers, Inc. to extend agreement's term of January 1, 2022 through December 31, 2024, to a new termination date of December 31, 2026, and increase the total amount payable under the agreement by $4,000,000, from $10,000,000, to a new payment limit of $14,000,000, for printing of ballots and other election materials.
FISCAL IMPACT:
100% General Fund. A portion of these costs will be reimbursed by municipalities that participate in consolidated elections conducted by the County.
BACKGROUND:
California Administrative Code, Title 2, Division 7, Section 20220 provides that printers must be certified by the Secretary of State's Office in order to print ballots for a particular voting system. K&H Printers-Lithographers, Inc., is a certified printer for the County's election ballot tabulation system. Accurate and timely printing and mailing of election ballots or related material are critical components of conducting successful elections. K&H Printers-Lithographers, Inc., has successfully provided printed ballots, other election materials, and mailing services to Contra Costa since November 2013.
Elections Code section 3000.5 requires that every active, registered voter receive a vote-by-mail ballot for all elections conducted within the State of California. In-person polling places are also required, increasing the number of printed ballots necessary to successfully conduct an election in Contra Costa County.
