Report Title: Approve and Authorize to fully close all of Rugby Avenue on August 30, 2026, from 11:00 a.m. through 8:00 p.m., for the purpose of a National Night Out neighborhood block party, Kensington area.

RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close all of Rugby Avenue, on August 30, 2026, from 11:00 a.m. through 8:00 p.m., for the purpose of a National Night Out neighborhood block party, Kensington area. (District I)
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The focus of National Night Out is to bring neighbors and communities together often in block parties that require road closure permits.
CONSEQUENCE OF NEGATIVE ACTION:
Rugby Ave Neighborhood Association will be unable to close the road for the purpose of neighborhood block party for National Night Out.

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Rugby Ave Neighborhood Association to fully close Rugby Avenue, except for emergency traffic, local residents, US Postal Service and garbage trucks, on August 30, 2026, from 11:00 a.m. through 8:00 p.m., subject to the following conditions:
