Report Title: Behavioral Health Board Bylaws

RECOMMENDATIONS:
ACCEPT and APPROVE the draft Behavioral Health Board Bylaws, as recommended by the Family and Human Services Committee.
FISCAL IMPACT:
There is no fiscal impact for this action.
BACKGROUND:
This item for the Behavioral Health Board Bylaws, history, and transition was forwarded from the Behavioral Health Board by action taken at their August 6, 2025 meeting to the Family and Human Services Committee.
At the October 13, 2025 Family and Human Services Committee meeting, department staff were directed to clarify application processes within the Bylaws for those membership seats not assigned to a supervisorial district, as well as the eligibility requirements for specialized seats.
Approval of this action will approve the Bylaws as attached and will allow the Behavioral Health Board to fill critical seats.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the Behavioral Health Board will not have governance processes for their ongoing regular meetings.
