RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26570 to add twelve (12) Associate Teacher-Project (CJW1) (unrepresented) positions at salary plan and grade QH3 0643 ($4,179 - $5,076) in the Employment and Human Services Department.

FISCAL IMPACT:
Approval of this item will result in a cost increase of up to $396,804 annually and will be funded by 40% Federal and 60% State funds. The additional Head Start and Early Head Start Associate Teacher positions will be funded by converting Teacher Assistant Trainee positions who are not actively advancing to the next position and through cost savings from reduced usage of the program's temporary substitute contract.

BACKGROUND:
Twelve (12) additional Associate Teacher-Project positions in Head Start and Early Head Start program are needed to support the Full Enrollment Initiative and maintain compliance with Head Start Program Performance Standards and Community Care Licensing requirements. In the prior budget cycle, 22 teaching positions, including ten (10) Associate Teacher positions, were eliminated due to recruitment challenges, resulting in underutilized classrooms despite available state funding. Although staffing conditions have improved over the past year, permanent staff are still needed to meet program demands, and Head Start grant requirements. Increasing permanent staffing will support full enrollment, ensure required teacher-to-child ratios, and reduce reliance on substitutes and temporary staffing contracts.

CONSEQUENCE OF NEGATIVE ACTION:
Should this action not be approved, the County will be out of compliance with Head Start Program Performance Standards and Community Care licensing requirements.
