Report Title:                     APPROVE the Norris Canyon Road Slide Repair and Safety Improvements Project and take related actions under CEQA

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

 

APPROVE the Norris Canyon Road Slide Repair and Safety Improvements Project and AUTHORIZE the Public Works Director, or designee, to advertise the Project, unincorporated San Ramon area.  [County Project No. 0662-6U4029)/ Federal Project No. ER-15J7(191), DCD-CP#25-17 (District II).

 

DETERMINE the Project is a California Environmental Quality Act (CEQA), Categorical Exemption, pursuant to Article 19, Section 15301(c) of the CEQA Statute and Guidelines, and

 

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to file a Notice of Exemption (NOE) with the County Clerk, and

 

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

 

FISCAL IMPACT:

 

Estimated Project cost: $5,600,000. 45% Federal Emergency Relief Funds, 55% Local Road Funds.

 

BACKGROUND:

 

The purpose of this project is to repair an embankment failure and reconstruct the roadway to restore two-way traffic to a stretch of Norris Canyon Road that was damaged during the 2023 winter storm events. The roadway will be repaired by constructing a soldier pile retaining wall, installing roadway drainage systems, reconstructing the roadway base and surface, completing associated site grading, and installing guardrails, rock slope protection, and erosion control measures.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
