RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement Modification #78-047-1 with Advocates for Human Potential, Inc., to amend Agreement #78-047, to modify the statement of work to decrease budgeted infrastructure spending and increase the amount applied directly to program operations for the Behavioral Health Bridge Housing (BHBH) Program, with no change in the amount payable to the County of $20,488,722 or term ending June 30, 2027.

FISCAL IMPACT:
Approval of this Agreement Modification has no fiscal impact.

BACKGROUND:
In September 2022, the BHBH Program was signed into law under Assembly Bill (AB) 179 (Ting, Chapter 249, Statues of 2022) to provide immediate housing and treatment needs for people experiencing homelessness who have serious behavioral health conditions.

The BHBH Program compliments significant capital funding from the State intended to create housing and treatment settings such as Homekey, Community Care Expansion, the Behavioral Health Continuum Infrastructure Project and the Care Act by providing funding for operational costs and services. The Health Services Department's Behavioral Health Division will coordinate efforts with the Health Housing and Homeless Division and other interested County Departments. This Agreement allows for additional staff including a project coordinator, housing navigation specialists, and subcontracts for board and care services and sober living environment providers.
