RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Brain Learning Psychological Corporation, in an amount not to exceed $438,750 to provide Learning Disability Evaluations for California Work Opportunity and Responsibility to Kids / Welfare-to-Work participants for the period April 1, 2024 through June 30, 2026.

 

FISCAL IMPACT:

 

$438,750: 100% Federal Funding, of which $48,750 is budgeted in FY 23-24, $195,000 will be budgeted in FY 24-25, and $195,000 will be budgeted in FY 25-26.

 

BACKGROUND:

 

The Employment and Human Services Department engaged in solicitation and Request for Interest (RFI) 771 Learning Disability Evaluations for California Work Opportunity and Responsibility to Kids (CalWORKs)/Welfare-to-Work (WTW) Participants was processed. Brain Learning Psychological Corporation was the sole respondent and awarded the Contract.

 

The purpose of the learning disability evaluation in the CalWORKs program is to determine whether an individual has the ability to participate in WTW activities and provide options/referrals to social services that will improve the participants’ chances of becoming financially self-sufficient.

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports the fourth of the Contra Costa County’s community outcomes of the Children’s Report Card”, (4) "Families that are Safe, Stable and Nurturing".

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not be able to comply with the CalWORKs program learning disabilities regulations and with Americans with Disabilities Act (ADA) protections for individuals with disabilities similar to protections provided on the basis of race, color, sex, national origin, age, and religion.
