Report Title:                      Participating Addendum with Kaplan Early Learning Company

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the County, a Participating Addendum with Kaplan Early Learning Company, in an amount not to exceed $1,000,000 for educational school supplies and related services for use by the Community Services Bureau during the period of November 3, 2026, through June 30, 2027, under the terms of Master Contract #R10-1164A awarded by the Cooperative Council of Governments, Inc.

FISCAL IMPACT:

Product costs to be fully paid by Federal Head Start Grant and State Preschool Funding CSPP, CCTR. (38% Federal and 62% State)

BACKGROUND:

Contra Costa Purchasing Services is requesting approval of a Participating Addendum for educational school supplies and related services, to support the needs of the Community Services Bureau. Products are guaranteed through a master contract awarded by the Cooperative Council of Governments, Inc., a council of governments formed and existing under the laws of the State of Ohio and made available to public agencies nationally by Equalis Group, LLC, a national cooperative purchasing organization. Approval of the addendum between Contra Costa County and Kaplan Early Learning Company allows the County to obtain guaranteed pricing available through the Equalis Group, LLC contract. This purchase will support the Community Services Bureau with educational school supplies and related services with discounted products and no minimum purchase requirements.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval, the County would pay full price on products.
