Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with Dynamic Dzyne Associates, Inc. dba Substrate, Inc., in an amount not to exceed $400,000 for construction management services for the Morgan Territory Road Bridge Post Mile 5.0 Replacement Project, for the period October 7, 2025 through May 1, 2027, Clayton area. (County Project No.: 0662-6U4160) (District IV)

 

FISCAL IMPACT:

Work performed under this contract will be funded by 100% Local Road Funds.

 

BACKGROUND:

The project will replace a timber bridge with a reinforced concrete bridge with concrete pile foundations and two soldier pile retaining walls. Ancillary work includes constructing a temporary stream diversion system, detour road, temporary and permanent erosion control, rock slope protection, drainage systems, guard railing, grading and paving. Construction will occur over one season.

 

Substrate, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with Substrate, Inc. to provide the construction management services.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs.
