RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Bridgeall Libraries Limited, a subsidiary of Baker & Taylor, subject to the terms of their Standard Terms and Conditions for the Service, in an amount not to exceed $171,240.00 for the renewal of the collectionHQ and ESP subscriptions for the period January 22, 2025, through January 22, 2029.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
Bridgeall Libraries Limited provides two unique services to the Library. The collectionHQ subscription supports the optimal use of the Library materials budget in title selection, patron usage patterns, and the development of action plans based in those findings. The result is a Library collection that is ever being finely tuned to the unique needs of the diverse communities and user populations throughout the Library service area. ESP is a professional support product created specifically to communicate between collectionHQ and our third-party vendors. It provides selection recommendations based on an algorithm that incorporates internal Library usage data with external data such as publication demand and professional reviews. The results are better developed collection selections for County residents.
The terms and conditions include a limitation of liability provision capping liability at the amount of one year of subscription fees and the only indemnity provided is from vendor to county, which does not require board approval, approved by County Counsel
