RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District (District), APPROVE Budget Amendment BDA-23-00305 authorizing new revenue in the amount of $96,000 from the Federal Emergency Management Agency, U.S. Department of Homeland Security, California Governor's Office of Emergency Services, State Homeland Security Grant Program (SHSGP) and $13,505 from the CCCFPD General Operating Fund Balance and appropriating it to the Contra Costa County Fire Protection District for the purchase of a towable emergency generator.


FISCAL IMPACT:

Approval of this request will result in a total appropriation of $109,505, with new revenues from the Federal Emergency Management Agency, U.S. Department of Homeland Security, California Governor's Office of Emergency Services, State Homeland Security Grant Program (SHSGP) of $96,000 (88%) Federal grant and $13,505 (12%) from the CCCFPD General Operating Fund.

BACKGROUND:

On February 4, 2020, the Contra Costa County Fire Protection District Board of Directors authorized the Fire Chief, or designee, to apply for and accept grant funding for the purchase a towable generator. The generator will provide emergency power in instances of power failure or Public Safety Power Shutoffs. The District was awarded $96,000 from the FY 2020 State Homeland Security Grant Program toward this purchase and expects to receive the funds in FY 2023-24.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, grant funds representing 88% of the cost will not be available for the purchase of a towable generator; and, in the event of a power failure, the Fire District could potentially be unable to supply sufficient emergency power to its essential facilitie...
