RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Director of Human Resources, to execute a purchase order with SolarWinds Worldwide, LLC, subject to Solarwinds' Software Services Agreement, for a hosted IT ticketing and asset management system, in an amount not to exceed $9,828, for the term May 12, 2026, through May 11, 2029.


FISCAL IMPACT:
The cost for the term of the agreement is within the Human Resources Department FY 25-26 budget. (100% General Fund)


BACKGROUND:
The Human Resources Systems Management division utilizes SolarWinds Service Desk as its primary ticketing system to support county departments with requests for technical assistance and data requests. SolarWinds provides a platform to receive requests, document solutions, automatically assign tasks, analyze use trends, and monitor the progress of requests and tickets. SolarWinds also features asset management, which the Department uses to record and track equipment inventory.

The Software Services Agreement with SolarWinds includes a limitation of liability, capping SolarWinds' liability to the amount of license fees paid by the County in the twelve (12) months preceding the first event that triggers the liability. Under the Software Agreement, the County is obligated to indemnify SolarWinds against any claims arising out of County's data, County's breach of the Agreement, County's use of the software in violation of third party rights, and County's misuse of the software.


CONSEQUENCE OF NEGATIVE ACTION:
If the SolarWinds subscription is not maintained, the Human Resources Systems Management division will be unable to receive and track tickets from county departments to provide data, support and assistance. Without the tools offered by SolarWinds Service Desk, it...
