RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent or designee to execute, on behalf of the District Attorney, a purchase order and related license agreement with The Placer Group in an amount not to exceed $4,500 for the usage of a criminal sentencing software, for the period July 1, 2025 through June 30, 2026.

FISCAL IMPACT:

Approval of this action will result in expenditures up to $4,500 which has been included in the Department’s FY 25-26 Budget.

BACKGROUND:

The District Attorney’s Office uses a California law reference and sentencing software from The Placer Group to support prosecutors in making accurate and consistent decisions in criminal cases. The tool streamlines case review and ensures alignment with California laws.

Approval of the Purchase Order and related Software License Agreement will allow the District Attorney’s Office to continue using this tool in support of trial preparation. This Software License Agreement includes limitation of liability and indemnification under which the County agrees to hold The Placer Group harmless from any claims arising out of the performance under this agreement.

CONSEQUENCE OF NEGATIVE ACTION:

Without executing the Purchase Order and related Software License Agreement with The Placer Group, the District Attorney’s Office cannot utilize the software to streamline the complex process of criminal sentencing and ensure alignment with California laws.
