Report Title: #40-493-5 Title III-C Senior Nutrition Program with Meals on Wheels Diablo Region

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an contract amendment with Meals on Wheels Diablo Region, effective February 1, 2026, to increase the payment limit by up to $159,558 for a new payment limit of $1,299,102 to provide Older Americans Act Title III-C Senior Nutrition Program meal services to eligible seniors, with no change to the term July 1, 2025, through June 30, 2026.
FISCAL IMPACT:
73% Federal, 27% State; all of which is budgeted for FY 25/26.
BACKGROUND:
On September 9th, 2025, the Board approved Consent Item C.44 authorizing a contract with Meals on Wheels Diablo Region in an amount not to exceed $1,139,544 to deliver the Older Americans Act Title III-C Senior Nutrition Program for the period July 1, 2025, through June 30, 2026.
On October 2, 2025, Meals on Wheels Diablo Region was selected through Request for Proposal (RFP) 1226 to provide III-C-2 Home-Delivered Meal services in the West County service area.
This action seeks to amend this contract to increase funding and service units to support Meals on Wheels Diablo Region in providing meals in the West County service area as reflected in RFP 1226.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Meals on Wheels Diablo Region will not be able to increase much needed Senior Nutrition services for older adults in Contra Costa County.
