Report Title: Approve Design-Build Procurement for the CEC Government Fleet EVSE Projects

RECOMMENDATIONS:
AUTHORIZE the use of design build procurement in accordance with Public Contract Code Section 22164 for the California Energy Commission (CEC) Government Fleet Energy Vehicle Supply Equipment (EVSE) Projects located at fourteen different sites.
Site 1 Sheriff's Office- 9100 Brentwood Blvd, Brentwood
Site 2 Buchanan Airport- 181 John Glenn Dr, Concord
Site 3 Employment & Human Services- 151 Linus Pauling Dr, Hercules
Site 4 Sheriff's Office - 1980 Muir Rd, Martinez
Site 5 Assessors Office- 2530 Arnold Dr, Martinez
Site 6 Child Support Services- 50 Douglas Dr, Martinez
Site 7 Downtown Martinez Charging Hub- 1011 Mellus St, Martinez
Site 8 Sheriff's Office (MDF)- 1000 Ward St, Martinez
Site 9 Public Works Fleet Yard- 2467 Waterbird Way, Martinez
Site 10 Pittsburg Health Center (PHC) 2311 Loveridge Rd- Pittsburg
Site 11 Sheriff's Office (WCDF)- 555 Giant Rd Highway, Richmond
Site 12 Social Services- 1305 McDonald Ave, Richmond
Site 13 County Administration Parking- 1126 Escobar St, Martinez

APPROVE the criteria documents, including the concept design and specifications, for the above project.
AUTHORIZE the Public Works Director, or designee, to solicit design build proposals to be received on or about April 23, 2026, and issue Request for Proposal (RFP) addenda, as needed, for clarification of RFP documents, provided the changes do not significantly increase the construction cost estimate.
FISCAL IMPACT:
