RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with EBSCO Information Services, LLC, subject to the terms of their EBSCO License Agreement, in an amount not to exceed $359,116 for the renewal of MasterFile and Environment Complete, ConsumerReports.org, and Discovery Service online subscriptions, for the period August 1, 2026, through July 31, 2029.

BACKGROUND:
The Library offers patrons and staff EBSCO Information Services, LLC, for various online subscriptions. The Library selected EBSCO's Custom Package to provide access to MasterFile and Environment Complete, ConsumerReports.org, and Discovery Service. The package offers the highest quality collection of full-text periodicals, an all-inclusive search solution that provides easy access to in-depth research, and important information from the Consumer Reports website, including the latest articles and product ratings.
EBSCO's databases offer an intuitive online research platform for patrons to search and retrieve content both inside the library and remotely. EBSCO is the sole source for the following products within the subscription due to proprietary, copyright, archive, or distributorship reasons: MasterFile and Environment Complete, ConsumerReports.org, and EBSCO Discovery Service; therefore this purchase order is being sought with a sole source justification.
The terms and conditions include limitation of liability and indemnification language, which was reviewed by County Counsel. The Purchase Order is entered into under and subject to the following legal authority California Government Code ?? 31000.
