RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Friends of the Port dba Working Waterfront Coalition, to increase the payment limit by $125,000 to an amount not to exceed $325,000 to develop and implement short-term training for employment opportunities in the marine trades, hire and manage the instructor/s, instructional materials, stipends, and hand and power tools with no change to term November 1, 2023 through December 31, 2024.


FISCAL IMPACT:
$125,000 (100% Federal) , of which $71,428.57 is budgeted in FY 23/24 and $53,571.43 is budgeted in FY 24/25. There is no net County cost.


BACKGROUND:
The Friends of the Port has designed a program to train the next generation of marine industry craftspeople and help them develop key skills and contacts in many facets of the marine industry. The proposed amendment is to add funds to support the implementation of a training program by the Contractor to hire and manage instructors, instructional materials, and hand and power tools for program participant use.

On November 1, 2023, the Employment and Human Services Department (EHSD) entered into a contract in the amount of $200,000 with Friends of the Port. Given the payment limit, a staff report was not required. Effective April 1, 2024, EHSD added training services and administration of stipends to the scope of work, thereby increasing the payment limit to $325,000 which requires Board of Supervisors approval.


CONSEQUENCE OF NEGATIVE ACTION:
