RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #78-092-1 (State Agreement #BSCC 257-26) with the California Board of State and Community Corrections (BSCC), to pay County an amount not to exceed $5,087,000 for the California Violence Intervention and Prevention (CalVIP) Cohort 5 Grant Program, for the period April 1, 2026 through September 30, 2029.

FISCAL IMPACT:
Approval of this Board action will result in an amount not to exceed $5,087,000 payable to the County from BSCC. No County match is required.

BACKGROUND:
The BSCC CalVIP Grant aims to increase public health and safety by supporting efforts to reduce community-based gun violence in communities disproportionately impacted by it. The grant objectives are to disrupt cycles of violence and retaliatory actions to lower the rates of shootings, homicides, and aggravated assaults through street outreach initiatives, focused deterrence strategies and hospital-based violence intervention programs.

BSCC has made $103 million available for California cities, counties and tribes that are disproportionately impacted by community gun violence and the community-based organizations that serve them. This grant is funded by revenues from excise tax in the amount of 11% of gross receipts from the retail sale of firearms, firearm precursor parts and ammunition in California under the Gun Violence Prevention and School Safety Act. Contra Costa County has been identified as one of twenty-one counties eligible to apply for funding as the County has cities within it that have been disproportionately impacted by community-based gun violence.
