Report Title: Contract with Denalect, Inc. for On-Call Alarm Monitoring Services, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Denalect, Inc. in an amount not to exceed $700,000, to provide on-call alarm monitoring services at various County sites and facilities, for the period of July 1, 2026 through June 30, 2031, Countywide.
FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)
BACKGROUND:
The Public Works Department, Facilities Services, is responsible for electronic system (alarm) monitoring in County buildings. Denalect, Inc., is the County's standard for this type of monitoring. All alarmed buildings currently have Denalect equipment and are monitored 24 hours a day via phone lines and radio transmission.
Government Code Section 31000 authorizes the County to contract for special services for building security matters. Denalect, Inc. currently does fire and security alarm monitoring for over 220 County facilities. Denalect, Inc. is an approved sole source vendor and their previous five-year contract recently expired as of June 30, 2026. Prior to this alarm service, there was no standard for security equipment or designated monitoring company in place. Denalect has over 228 existing proprietary Underwriter Laboratories (UL) listed two-way radios in service, providing safety and security to our facilities throughout Contra Costa County.
This contract will have a term of five (5) years, and the contract payment limit will be $700,000. Facilities Services is requesting approval of a contract with Denalect, Inc. for the term July 1, 2026 through June 30, 2031, in the amount of $700,000.
