RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Aspiranet, in an amount not to exceed $7,140,098 to provide Early Head Start and CalWORKs Home Visiting Program services for the period September 1, 2024, through June 30, 2027.

 

FISCAL IMPACT:

$7,140,098: 80% Federal, 20% State, of which $2,102,382 is budgeted in FY 24-25, $2,518,858 will be budgeted in FY 25-26, $2,518,858 will be budgeted in FY 26-27.

 

BACKGROUND:

 

On December 28, 2023, RFP #1202 was posted in selecting Head Start Program Childcare Partners. Aspiranet was selected through the bidder’s process for a term of September 1, 2024, to June 30, 2027.  This contract will provide a minimum of 149 to a maximum of 179 childcare program slots for children in the Early Head Start and up to 50 program slots in the CalWORKs Home Visiting Program. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

CHILDREN’S IMPACT STATEMENT:

This Contract supports one (1), three (3), and four (4) of Contra Costa County’s community outcomes of the Children’s Report Card”, (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will be limited in its ability to fund childcare slots for its community-based agency partner, Aspiranet Early Head Start Services.
