RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Director, a purchase order with KinderSystems, Inc., for the purchase of a Childcare Data Management Software System to support the Community Services Bureau's childcare programs, in the amount not to exceed $1,938,226 for the period July 1, 2025 through June 30, 2030.

FISCAL IMPACT:

$1,938,226: 62% State; 38% Federal; $1,245,698 is budgeted for FY 25-26, $152,609 will be budgeted for FY 26-27, $171,267 will be budgeted for FY 27-28, $179,830 will be budgeted for FY 28-29 and $188,822 will be budgeted for FY 29-30.

BACKGROUND:

A Request for Proposal (RFP) 1211 was processed and award notification was sent out to KinderSystems, Inc. on March 3, 2025. The Employment and Human Services Department (EHSD) is seeking approval to execute a software license agreement with KinderSystems, Inc. child data management software that will support Community Services Bureau's childcare programs, Head Start (HS), Early Head Start (EHS), California State Preschool Programs (CSPP), General Childcare and Development Program (CCTR), CalWORKs Stage Two Child Care (C2AP) and Childcare Alternative Payment Program (CAPP).

KinderSystems functions will be capable in providing necessary functions to support monitoring, reporting, enrollment and case management. The Master License and Services Agreement includes an indemnification provision from the County to KinderSystems for damages related to any claim related to the negligence or willful misconduct of the County, as well as a limitation of liability that caps liability at the amount of fees paid in the 12 months prior to any claim arising for specified claims (not inclu...
