Report Title: Contract amendment #40-487-2 with Meals on Wheels Diablo Region (AAS)

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Meals on Wheels Diablo Region, to increase the payment limit by $99,812 to a new amount not to exceed $286,928, to provide Supplemental Nutrition Assistance Program - Education (SNAP-Ed) nutrition services, with no change to term October 15, 2023 through September 30, 2024.
FISCAL IMPACT:
Approval of this amendment will result in additional expenditures of up to $99,812: Funded 100% by Federal funds, $28,080 of which is budgeted in FY 23-24, and $71,732 of which is budgeted in FY 24-25, through an agreement with the California Department of Aging (CDA).
BACKGROUND:
On November 1, 2022, the Board of Supervisors accepted Resolution No. 2022/367 (C.24) to accept funding from the California Department of Aging to implement CalFresh Healthy Living Supplemental Nutrition Assistance Program (SNAP-Ed). The department executed a contract with Meals on Wheels Diablo Region (MOWDR) for SNAP-Ed in the amount of $187,116 for period October 1, 2023 through September 30, 2024. With additional funding for SNAP-Ed issued by CDA, the County is amending the MOWDR contract for the period October 1, 2023 through September 30, 2024 with additional funds of $98,812 to a new payment limit of $286,928. Through this agreement, MOWDR will provide evidence-based SNAP-Ed nutrition education and obesity prevention services in Contra Costa County with special attention to addressing priority populations, including racial minorities, persons with disabilities, rural residents, and Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals.
