Report Title:                      Amendment to Real Property Services Agreement between County and Contra Costa Transportation Authority

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of the County, Amendment No. 1 to the Real Property Services Agreement with Contra Costa Transportation Authority (CCTA) to increase the maximum compensation paid to Contra Costa County by $300,000 to a new payment not to exceed total of $550,000, and adjust the hourly charge out rates, effective September 16, 2026, Richmond and San Pablo areas. Project No. 4660-6X4173/Federal Project No. 0413000404/Ea A0821

 

FISCAL IMPACT:

100% Contra Costa Transportation Authority Funds. CCTA will pay the actual costs of compensation and right way services performed by the Real Estate Division, up to the payment limit as amended.

 

BACKGROUND:

CCTA requires a variety of right of way services related to the I-80 San Pablo Dam Road Interchange Project Phases 2, but has no right of way staff and has contracted with the County for these services. On March 19, 2024, the Board approved the original agreement between the County and CCTA. Additional funds from CCTA are required for the County to provide the necessary compensation to property owners. Accordingly, this amendment increases the not to exceed budget by $300,000, to a new budget of $550,000. The County will complete acquisition, appraisal valuation, relocation, eminent domain, demolition; property maintenance and file close out for the project.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the budget increase is not approved, the County will not be able to meet the obligations of Right of Way Contracts as part of the acquisition process.
