RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #77-640 with Stephanie Rivera, an individual, in an amount not to exceed $255,000, to provide consultation and technical assistance to the Contra Costa Health Plan (CCHP) as the acting interim Chief Health Equity Officer (CHEO), for the period from November 1, 2023 through October 31, 2024.

FISCAL IMPACT:
Approval of this contract will result in annual expenditures of up to $255,000 and will be funded 100% by CCHP Enterprise Fund II.

BACKGROUND:
This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Health Services Personnel approved this contract to ensure no conflicts with labor relations.

Approval of this new Contract #77-640 will allow the contractor to provide an interim CCHP CHEO to manage all aspects of health equity under the terms of the County's Contra CCHP contracts with California Department of Healthcare Services (DHCS), oversee the Quality Improvement & Health Equity Transformation Program, manage all aspects of provider engagement and training on equity requirements, manage the Quality Improvement and Health Equity Committee which includes developing an Annual Plan, and provide leadership and planning for implementing the California Department of Managed Health Care (DMHC) equity measures and ensure CCHP meets the National standards.

All Medi-Cal Managed Care Plans, which includes CCHP, are required to have a CHEO. CCHP begin its search for the CHEO in August 2023 in which Stephanie Rivera was the most qualified, experienced, trained candidate as outlined in the Medi-Cal Managed Care contract with DHCS.
