RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with KCM Engineering, Inc. dba Knight CM Group, in an amount not to exceed $216,588 for construction management services for the Pleasant Hill Road Bridge over Taylor Boulevard Preventative Maintenance Project, for the period December 3, 2024 through December 31, 2025, Lafayette area. (County Project No.: 0662-6R4086) (Federal Project No.: BRLS-5928(154) (District IV)

FISCAL IMPACT:
Work performed under this contract will be funded by 45.23% Highway Bridge Program Grant funds and 54.77% Local Road funds.

BACKGROUND:
The project generally consists of preventative maintenance on the Pleasant Hill Road Bridge over Taylor Boulevard. Work to be done includes but is not limited to placing a polyester concrete overlay on the bridge deck, adding limited slope paving under the bridge, patching spalls on the bridge girders, patching spalls on various bridge substructure locations, replacing approach guardrails, pavement replacement, slurry sealing, and approach roadway striping.

KCM Engineers, Inc. dba Knight CM Group was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with KCM Engineering, Inc. dba Knight CM Group to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also...
