RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with Fehr & Peers in an amount not to exceed $442,650 to assist the Department of Conservation and Development in developing and evaluating the feasibility of enhanced bicycle and pedestrian facility concepts along the Willow Pass Road and Port Chicago Highway corridors in Bay Point for a period between July 14, 2026 and June 30, 2028.

FISCAL IMPACT:
No impact to the County's General Fund. Staff time is included in existing work plans and budgets. Funding for Fehr & Peers to conduct the study is sourced from the Caltrans Sustainable Transportation Planning Grant Program.

BACKGROUND:
Through a request for proposals solicitation, the Department of Conservation and Development ("DCD") selected Fehr & Peers, a transportation planning/traffic engineering consultant firm, to conduct the Bay Point Enhanced Bicycle and Pedestrian Improvements Study ("Study"). The Study will evaluate transportation conditions on the following two corridors ("Study Corridors"), see attached vicinity map, in the Bay Point community and explore opportunities to install enhanced bicycle and pedestrian facilities, including separated bicycle lanes:
* Willow Pass Road Corridor between the Evora Road-Westbound State Route 4 ("SR-4") Ramp intersection and the border with the City of Pittsburg.
* Port Chicago Highway Corridor between Willow Pass Road and McAvoy Harbor.

The Study Corridors are included in the County's High-Injury Network, as identified in the County's Vision Zero Report, since the Study Corridors have a history of crashes, including crashes involving pedestrians or bicyclists.
