RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the County, a Participating Addendum with Earlychildhood, LLC., dba Discount School Supply, in an amount not to exceed $100,000, for Instructional and Educational Resources for use during the period of August 11, 2026 through April 30, 2027, under the terms of the Master Agreement awarded by Region 14 Education Service Center, a Texas educational service organization, and National Cooperative Purchasing Alliance (now, OMNIA Partners or “OMNIA”), Countywide.

 

FISCAL IMPACT:

Product costs paid by Head Start Grant/CA State Preschool Funding (100% Head Start Grant/CA State Preschool Funding).

 

BACKGROUND:

Contra Costa Purchasing Services is requesting approval of a Participating Addendum for Instructional and Educational Resources to support the needs of the Community Services Bureau a Division of Employment and Human Services. Categories include but are not limited to: Arts and Crafts, Infant and Toddler items, Educational Furniture, Storage and Equipment, and Active Play Storage and Equipment. Products are guaranteed through the master contract awarded by Region 14 Education Service Center, a Texas educational service organization, and National Cooperative Purchasing Alliance (now, OMNIA Partners or “OMNIA”). Approval of this agreement provides the County with discounted products and no minimum purchase requirements.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without approval, the County would pay full price on the Educational and Instructional supplies.
