RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #77-309-1 with Nicolle Napier-Ionascu, PsyD, A Psychological Corporation (dba Diablo Valley Neuropsychology), a corporation, in an amount not to exceed $240,000, to provide neuropsychological testing services for Contra Costa Health Plan (CCHP) members for the period October 1, 2023 through September 30, 2026.

FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $240,000 over a three-year period and will be funded 100% by CCHP Enterprise Fund II. (No rate increase)

BACKGROUND:
CCHP has an obligation to provide certain specialized neuropsychological status exam testing services for its members under the terms of their Individual and Group Health Plan membership contracts with the county. This contractor provides assessments including but not limited to, thinking, reasoning, judgement, planning and problem solving, and has been a CCHP Network Provider since October 1, 2020.
This contractor's neuropsychological testing services demand a high level of specialized expertise, experience and knowledge. Contractor has demonstrated a history of maintaining the required accreditations and compliance with federal regulations which reduces the risk of audit findings and ensuring CCHP's eligibility for reimbursement. The contractor understands that CCHP organization's mission, values, and long-term objectives needed are complex and require seamless coordination, integration, and collaboration with existing programs, systems, and personnel.
