RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter of agreement between Contra Costa County and IFPTE, Local 21 to add classifications and correct the title of an existing classification in Section 42.16 – Health Services Manager Differential of the MOU between the Partes.


FISCAL IMPACT:
The fiscal impact is dependent on the future assignment of incumbents in the covered job classifications to org codes covered by the differential. The department anticipates a fiscal impact of approximately $21,000 for the remainder of fiscal year 26/27.


BACKGROUND:
In August of 2026, Contra Costa Health established the Medical Social Services Manager to provide oversight of mental health staff working in County Detention facilities. This reorganization also resulted in the reassignment of the Public Health Nurse Program Manager position to a Detention facility assignment. Upon review of the Local 21 Health Services Manager Differential, it was determined that these classifications and the existing classification of Infection Prevention and Control Program Manager should be added to list of eligible classifications for the differential to align the differential with similarly situated classifications.


CONSEQUENCE OF NEGATIVE ACTION:
The classifications working in Detention facilities will not receive a differential for working full-time in a detention facility, which may impact Contra Costa Health Services’ ability to recruit and retain staff to perform this work.
