RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-258 with Tyler Technologies, Inc., a corporation, in an amount not to exceed $965,995, for a hosted environmental and civic health services software and data management solution for the Environmental Health Services Division and Hazardous Materials Program to track inspection and enforcement actions, for the period January 1, 2026 through December 31, 2028.

FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $965,995 and will be funded 60% by Environmental Health Division and 40% by Hazardous Materials Program funds.

BACKGROUND:
The mission of Contra Costa Environmental Health Services Division is to protect and promote the health of the people of Contra Costa County, through programs for safe food, safe water for drinking and recreation, and the sanitary management of wastes. Environmental Health Services Division is the prevention, preservation, and improvement of environmental factors affecting the health and safety of our community. The Environmental Health Services Division is a regulatory agency that provides oversight for businesses and property owners to protect the health and safety of the citizens of Contra Costa County and our environment. This website is designed to serve as a community resource for the general public, the businesses we regulate, students, and environmental health professionals. Contractor will successfully complete the Legacy Data, reports and Document Template conversions, develop, and assist development and testing of External Interfaces, conduct Product testing, and perform training.
