Report Title: Contract with Imperial County Office of Education for high-speed networking services through June 30, 2031.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian, or designee, to execute a contract with Imperial County Office of Education in an amount not to exceed $151,649 annually to provide county libraries with high-speed networking services for the period of July 1, 2026, through June 30, 2031.
FISCAL IMPACT:
100% Library Fund. The annual payment will be $151,649. Applied e-Rate discounts will reduce the payment by $132,235 to make the annual net cost $19,414.
BACKGROUND:
The Library Department respectfully requests the Board to authorize the County Librarian to execute a contract with Imperial County Office of Education to provide county libraries with high-speed networking services. Imperial County Office of Education provides these services as the Statewide Broadband Aggregator on behalf of the California State Library as part of the California State Library Broadband Services Project, and so this contract is being sought with a sole-source justification.
The terms of the contract include mutual indemnification language which were reviewed by County Counsel.
This contract is entered into under and subject to the following legal authority: California Government Code §31000.
CONSEQUENCE OF NEGATIVE ACTION:
The Library will not be able to provide Internet access in library facilities to the residents of Contra Costa County.
