RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Agreement #28-331-10 with the Antioch Unified School District (AUSD), a government agency, to pay County an amount not to exceed $330,000 to provide mental health services to students referred to the Helping Open Pathways to Education (HOPE) program, for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in payment to the County not to exceed $330,000 for Fiscal Year 2025-26. (No County match required)
BACKGROUND:
This Interagency Agreement allows AUSD to provide funding for County to provide mental health services to special education students who are residing in local and out-of-state residential facilities and students who receive outpatient services in the schools and County-operated clinics, through Community Based Organizations that have contract with County for professional mental health services. AUSD had provided funding since January 1, 2011. This Agreement is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000.
On July 23, 2024, the Board of Supervisors approved Agreement #28-331-09 with AUSD to pay County an amount not to exceed $330,000, for the provision of mental health and crisis intervention services to students referred to the AUSD's HOPE program, for the period July 1, 2024 through June 30, 2025.
Approval of Interagency Agreement #28-331-10 will allow County to continue to receive funding for AUSD through June 30. 2026. This Contract is delayed due to Division not receiving the required Contract documents from the Contractor in a timely manner.
