Report Title: CFS 20-564-2 Family and Children’s Trust Committee Contracts/Agreement Amendment Recommendations FY 26-27

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Family and Children’s Trust Committee, to execute four contract amendments and one interagency agreement amendment to increase the payment limit of each contract/agreement by $20,000 to a new payment limit not to exceed $120,000 per contract/agreement, with no change to total aggregate payment limit of $600,000 to provide additional prevention and intervention services to abused and neglected children or children at risk of abuse or neglect and their families, with no change to the term July 1, 2026, through June 30, 2027.

Child Abuse Prevention Council of Contra Costa County (#20-714-1) – Nurturing Parent Program
Ujima Family Recovery Services (#20-713-1) – Family Wellness Program
Contra Costa Interfaith Housing, Inc. (#20-711-1) – Clinical and Academic Support Services for Homeless and Poverty Impacted Families
Bay Area Crisis Nursery (#20-710-1) – Crisis Nursery Services
Interagency Agreement:
Mt. Diablo Unified School District (#20-712-1) – Crossroads High School, Pregnant & Parenting Teen Education
FISCAL IMPACT:
No additional fiscal impact. The previously approved 26/27 Contracts/Agreement renewals had an aggregate cost of $600,000 for FY26-27 and are funded 47% Child Abuse Prevention, Intervention and Treatment (CAPIT) 2011 Realignment, 33% County Children’s Trust, 13% Federal Community-Based Child Abuse Prevention (CBCAP), and 7% Ann Adler Donations.
BACKGROUND:
On May 12, 2026, the Board of Supervisors approved six Family and Children’s Trust (FACT) Contracts/Agreement to be renewed for FY26/27 (C.24; 26-1915).
