Subject: Measure X Contract Monitoring and Accountability

At its July 6, 2026 meeting, the Measure X Community Fiscal Oversight Committee requested a presentation on contract monitoring. This presentation responds to the Committee’s interest in understanding how the County oversees Measure X-funded contracts, verifies that expenditures align with contract requirements, and addresses performance or compliance concerns.
Of the 56 Measure X projects active during FY 2025-26, 42 had at least one active contract. These projects may combine contracted services with County staffing and other expenditures.
The presentation summarizes County requirements for contract development, department accountability, performance monitoring, invoice review, and corrective action. It includes examples from County Youth Center services, the Innovation Fund, and the African American Wellness Hub. These examples illustrate how reporting requirements, supporting documentation, payment approvals, and Board and public review support oversight.
Macias Gini & O’Connell (MGO) will present related external audit procedures and explain how its work complements County monitoring within the scope of its engagement.
