From:                                          David O. Livingston, Sheriff-Coroner

Report Title:                      Wardn, LLC

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Wardn, LLC , in an amount not to exceed $16,000 for a cloud-based application for phone auditing services for the Office of the Sheriff Detention Facilities, for the period August 1, 2026 through July 31, 2027.

FISCAL IMPACT:

Approval of this request will result in up to $16,000 in contractual service expenditures and will be funded 100% by the General Fund.

BACKGROUND:

Wardn, LLC is a law enforcement software service provider that specializes in autonomous AI driven audio analysis. With AI technology, Wardn, LLC downloads the jail-made calls, interprets and transcribes multiple languages, including slang phrases, and organizes the text into a usable, searchable format. This application is specifically designed for a custodial setting and significantly decreases the time needed to review jail-made phone calls. This faster process can provide valuable intelligence to prevent violence, self-harm or contraband from entering the Office of the Sheriff Detention Facilities.

The Terms and Conditions include a limitation of liability and indemnification from the County to the Contractor.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the Office of the Sheriff Detention Facilities will not have access to a useful intelligence gathering tool that could prevent violence, self-harm or contraband from entering the facilities.
