RECOMMENDATIONS:

APPROVE and AUTHORIZE the Auditor-Controller, or designee, on behalf of the Health Services Director, to pay $64,529 to Olympus America Inc. for a duodenovideoscope for the Operating Room (OR) at the Contra Costa Regional Medical Center (CCRMC).

 

FISCAL IMPACT:

Approval of this action will result in a one-time capital expenditure of up to $64,529 and will be funded by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

In 2023, Olympus America Inc. issued a nationwide recall for their duodenoscopes (D-scopes) due to equipment failures resulting in patient harm. CCRMC’s OR uses the D-scopes for endoscopic retrograde cholangiopancreatography procedures (ERCP). These procedures diagnose and treat diseases in the pancreas and bile ducts. The advantage of these procedures is that they are less invasive than traditional surgery.

 

CCRMC had two D-scopes, one is broken and both are at the end of life and no longer supported by the vendor. Administrative oversight and communication issues with the vendor caused delays. One D-scope replacement has already been processed and this request will allow the OR to process payment for a new D-scope that can be supported by the vendor.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the CCRMC OR will not have the funds to pay the outstanding invoice for the duodenoscope and patient ERCP procedures will be impacted, resulting in delays in care.
