Report Title: Authorize execution of revenue agreement # 39-971-2 (CSB) FY 2024-2025 Quality Matters Grant

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept funding in the amount of $99,300 and execute an agreement with the Contra Costa County Office of Education for the Quality Matters Program for the period August 1, 2024 through July 31, 2025.
FISCAL IMPACT:
$99,300: 100% Contra Costa County Office of Education funds all of which are budgeted in Fiscal Year 24-25. There is no County match.
BACKGROUND:
On April 9, 2024, the Board approved item C. 43 authorizing a revenue agreement with the Contra Costa County Office of Education (CCCOE) for term August 1, 2023, to July 31, 2024 to provide professional development and site quality improvements at county-operated childcare centers. This agreement is a renewal of the prior approved agreement cited above to continue implementation of the Quality Matters program at the following county-operated childcare centers: Ambrose, Balboa, Bayo Vista, Crescent Park, George Miller, George Miller III, Lavonia Allen, Los Arboles, Los Nogales, Marsh Creek, Riverview, and Verde.
Funding is to improve the quality of services at childcare centers through enhanced professional development for staff and updated, improved site materials. This agreement includes modified indemnification language.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not receive funding to implement the Quality Matters program.
