RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26564 to add two (2) Business Services Representative (X7SC) (represented) positions at Salary Plan and Grade ZB5-1446 ($6,894-$8,380) in the Employment and Human Services Department.

FISCAL IMPACT:
Approval of this item will result in cost increase of up to $252,208 annually and will be funded by 100% Federal funds.

BACKGROUND:
The Workforce Development Board received a grant of $5,000,000 from the Department of Labor Building Pathways to Infrastructure Jobs Grant Program to fund the Civil Engineering Degree Apprenticeship Pathway (CEDAP). CEDAP offers a bridge program, paid summer internships, mentoring and connections to employers. Contra Costa County will need a skilled and capable workforce to fill the good-paying jobs in civil engineering and transportation in coming years, and this grant will train job seekers to fill those jobs.

The workplan requires significant investment from the Workforce Development Board to develop and nurture relationships with employers to achieve this goal. The role of the Business Services Representative is to raise awareness of the program in the minds of employers, motivating them to host interns and hire graduates, and to facilitate connections among instructors, employers, trainees, as well as inform partners and other stakeholders.

Additionally, these positions will connect employers with qualified talent and ensuring programs align with labor market needs. As the primary liaison to the business community, the Business Services Representative will build partnerships, coordinate hiring events, support work-based learning, and provide rapid response services, strengthening talent pipelines and driving regional economic growth.
