RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Support4Recovery Inc., to extend the term through September 15, 2026 for continued sober living services for Spanish speaking men and women with no change in the payment limit of $400,830.
FISCAL IMPACT:
Approval of this Contract Amendment will not impact the payment limit of $400,830 funded 100% by Measure X Innovation Fund.
BACKGROUND:
On March 25, 2025, the Board of Supervisors awarded Support4Recovery (S4R), among six other Innovation Fund grant recipients, $335,830 to implement a 12-bed Level 3 sober living program in FY 2025-26 for Spanish-speaking men and women, expanding upon S4R’s existing Hispanic Outreach Program. On April 15, 2025, the Board approved an additional $65,000 for the Hispanic Recovery Initiative, bringing the total grant award to $400,830.
The sober living program promises to enhance outreach to increase awareness and participation in Spanish-language addiction services among the Hispanic inmate population, particularly focusing on individuals who are completing time in jail and are at risk of homelessness and provide seamless coordination with external clinical providers. The program goals are to increase access to treatment and sober living, promote recovery and life skills, and reduce recidivism among the Hispanic population.
On April 28, 2026, the Board of Supervisors directed the County Administrator’s Office to extend the contract term with S4R to allow continued service delivery and expenditure of the remaining grant funds.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board not approve the recommendation, the Hispanic Recovery Initiative grant will terminate on July 15, 2026.
